I haven't settled on whether to use Celtx or Scrivener.The fact that there's an iPad version of Celtx has me leaning that way I think, but Scrivener looks like a very solid scripting platform as well.

That makes sense to me. I usually think of Graphic Novels as being around the same length as 4 regular comics, which would put it at 96 pages. Good plan. Good luck!
